INVITATION TO TENDER FOR THE SUPPLY AND INSTALLATION OF IP-CCTV SECURITY SURVEILLANCE SYSTEM FOR (NDIC) LAGOS OFFICE
1.0 INTRODUCTION
The Nigeria Deposit Insurance Corporation (NDIC) wishes to invite reputable and competent Companies with good track record of performance and experience to tender for the Supply and Installation of IP-CCTV Security Surveillance Design for Lagos office. The project will involve 14(Nos.) floor from ground floor, common shared areas in the building and floors occupied by the Corporation in the building, FMBN, Mamman Kontagora building Marina, Lagos. Find below the affected floors.
2.0 SCOPE OF WORKS/SUPPLIES
The Security Surveillance System (SSS) Procurement Contract will be responsible for the following;
i)The provision of all materials and labor necessary for the comprehensive work, unless otherwise specified.
ii)Submission of work plan drawing, methodology and timeline for approval before commencement.
iii)Provision of written safety plan, which identifies the hazards that may occur while performing the job and include details of steps to mitigate the identified hazards.
iv)Provision of samples for all items for approval and installation of all the IP-CCTV cameras as per the attached drawings and the floor plans.
v)Proper labelling of cables, Software and monitoring system on the floors and server room.
vi)Provision of as-built documentation containing the following information:
• Detailed network diagram showing all installed components and interconnections.
• IP Address assignment to CCTV Cameras, CCTV Switches, NVRs, etc.
• Details of naming conventions and passwords used in executing the project.
• Cable labelling convention employed.
vii)It is recommended that all Security Surveillance System (SSS) bidders for the project, carry out a visit to the site before finalizing and submitting their bids. This is to enable them gain physical understanding of the proposed design and review the extent of the work to be conducted on site.

viii)Ensure adequate compliance with existing IT infrastructure in the Corporation.
3.0 ELIGIBILITY REQUIREMENTS
Interested bidder(s) for the above project are to submit their bids along with the following requirements:
i)Evidence of Certificate of incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1. 1 CAC2 and CAC7;
ii)Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024, with minimum average annual turnover of N50 million;
iii)Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
iv)Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above).
v)Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024.
vi)Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2024 or valid certificate issued by BPP.
vii)Sworn affidavit:
–disclosing whether or not any officer of Nigeria Deposit Insurance Corporation or Bureau of Public Procurement is a former or present Director, Shareholder, or has any pecuniary interest in the bidder; and that none of the company Directors was ever convicted of fraud, and that the company is not in receivership and confirm that all the information presented in the bid are true and correct in all particulars.
–that no Directors has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
–that the company is not receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
xi)Company’s Audited Accounts for the last three (3) years (2021 – 2023).
x)Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
xi)Detailed Company Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications;
xii)Verifiable documentary evidence of at least three (3) Security Surveillance System jobs executed in the last three (3) years including Letter of Awards, Valuation Certificates, Job Completion Certificate and Photographs of the projects;
xiii)For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM no.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the Procurement and Management Services Department, 2nd Floor, NDIC.
Headquarters, Plot 447/448 Constitution Avenue, Central Business District, Abuja on evidence of payment of a non-refundable fee of N10, 000.00 in any reputable commercial bank paid to the Nigeria Deposit Insurance Corporation, Abuja using Remita platform www.remita.net.
5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit three (3) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:

6.0 OPENING OF TECHNICAL BIDS
Only the Technical bids will be opened immediately after the deadline for submission 11:00 a.m. Monday, 30th September, 2024, at the Ground Floor, Visitors waiting room at the NDIC Head Office Building in the presence of the bidders or their representatives, while the Financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register in the Procurement and Management Services Department, 2nd floor, as NDIC will not be held liable for misplaced or wrongly submitted bids. 7.0 GENERAL INFORMATION
i)Bids must be in English Language and signed by an official authorized by the bidder.
ii)Bids submitted after the deadline for submission would be returned un-opened.
iii)All costs will be borne by the bidders;
iv)The bids should be opened in the presence CSOs and professional bodies and covered by video recording, invitation link will be sent to bidder who chooses to join online;
v)Only pre-qualified bidders at the Technical evaluation will be invited at a later date for financial bid opening, while financial bid of unsuccessful bidders will be returned un-opened;
vi)The Nigeria Deposit Insurance Corporation is not bound to pre-qualify and bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007
