INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR BUILDING CAPACITY ON THE DEVELOPMENT OF INTERNAL CONTROL SYSTEM OVER FINANCIAL REPORTING (ICFR) FOR THE CORPORATION.

.

1.INTRODUCTION

The Nigeria Deposit Insurance Corporation (NDIC) wishes to invite reputable and competent Companies with good track record of performance and experience to tender for the Expression of Interest (EOI) for building adequate capacity on the development of Internal Control system over Financial Reporting (ICFR) for the Corporation (NDIC).

2.SCOPE OF SERVICE

The Corporation in compliance with Financial Reporting Council of Nigeria and global best practices in order to encourage sound system of internal controls that will safeguard the stake-holders’ investment and assets of Public Interest Entities (PIE’s). Consequently, the scope of this project is expected to cover but not limited to the following:

1.An end-to-end approach to review of ICFR
2.Team mobilization, Preliminary consultation and define project plan
3.Internal Control Testing Scoping Analysis
4.Process Models, Supporting Applications and Risk and Control Matrix
5.Testing Results and Summary of Control Deficiencies
6. Aggregate Control Deficiencies and Recommendations, Independent Assessor’s Report
7.Produce compendium based on improved required internal practice and best global standard.

 

3.ELIGIBILITY REQUIREMENT

Interested bidder(s) for the above project are to submit their bids along with the following requirements:

a.Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7. Business Name with Form BN1 is also acceptable for Consultancy Services;
b.Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2024, with minimum average annual turnover of N300 million ;
c.Evidence of Pension Clearance Certificate valid till 31st December, 2024. (this requirement is only applicable to bidders whose number of staff is 15 and above)
d.Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above.
e.Evidence of National Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024.
f.Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2024 or valid certificate issued by BPP.
g.Evidence of Firm’s current registration with the Financial Reporting Council of Nigeria;
h.Sworn affidavit
disclosing whether or not any officer of the relevant committees of the Nigeria Deposit Insurance Corporation or Bureau of Public Procurement is a former or present Director, Shareholder in the last three years, or has any pecuniary interest in the bidder; and that none of the company Directors was bankrupt or ever convicted of fraud, and that the company is not in receivership and confirm that all the information presented in the bid are true and correct in all particulars.
that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter
that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
i.Company’s Audited Accounts for the last three (3) years -2021, 2022, 2023;
j.Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k.Verifiable documentary evidence of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the project evidence of at least three (3) similar jobs executed in the last five (5) years including Letters s;
l.Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications.
m.Evidence of Firm’s current registration with relevant regulatory professional body(ies) such as ICAN, ANAN, etc.;
n.For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM nos.) and e-mail address. The Letterhead Paper must bear the Names of the Directors and address of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4.SUBMISSION OF EOI DOCUMENTS

Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to

The Director, Procurement and Management Services.

Nigeria Deposit Insurance Corporation (NDIC),

Plot 447/448 Constitution Avenue,

Central Business District,

Abuja, Nigeria and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box on the Ground floor, reception area at the Head Office Building not later 11:00 am, Monday, 8th July, 2024.

5.OPENING OF EOI DOCUMENTS

The EOI documents will be opened immediately after the deadline for submission 11:00 am, Monday, 8th July, 2024 at the Ground Floor, Visitors waiting room at the NDIC Head Office Building in the presence of the bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the Procurement and Management Services Department, 2nd floor, as NDIC will not be held liable for misplaced or wrongly submitted bids. 6.GENERAL INFORMATION
a.EOIs must be in English Language and signed by an official authorized by the bidder.
b.EOIs submitted after the deadline for submission would be returned un-opened.
c.All costs will be borne by the bidders.
d.The EOIs will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the EOI opening online;
e.Only shortlisted Applicants at EOI’s evaluation will be invited at a later date for collection of Request for Proposals
f.The Nigeria Deposit Insurance Corporation is not bound to shortlist any applicant and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
