INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR THE VALUATION OF THE BUILDING, PHYSICAL ASSETS,CHATTELS AND LANDED PROPERTIES BELONGING TO THE DEFUNCT HERITAGE BANK IN -LIQUIDATION ACROSSS THE FEDERATION

1.INTRODUCTION

Sequel to the revocation of the operating license of Heritage Bank by the Central Bank of Nigeria (CBN), on 3rd June, 2024, the Nigeria Deposit Insurance Corporation (NDIC), in exercise of its mandate as Liquidator of closed banks, hereby invites interested qualified firms and professional estate surveyors for the valuation of Landed Property, Physical Assets and Chattels (Office Furniture, Equipment, Motor vehicles, Plant and machinery) of the defunct Heritage Bank in -liquidation through Public Competitive Bidding.

  

2.SCOPE

1. The Expression of Interest (EOI) would be for the Buildings, Physical Assets and Chattels and other owned landed properties belonging to the defunct Heritage Bank in-Liquidation across the country. Prospective valuers who which to participate shall follow laid down guide lines which is aimed at transparency, competitive, equitable and timeliness principles to achieve the achievable financial returns for the bank in-Liquidation in line with the provisions of Section 55 (2) of PPA 2007.

2. All the buildings and locations listed are to be valued along with all the physical assets and chattels therein. The property will be sold “as is” and “net” of all taxes.

3. This valuation exercise shall take place in all the 47 owned properties of the defunct Heritage Bank.

4.. All the Properties and Locations will be batched into Lots. Find attached list of the affected branches and their respective addresses. Valuers should not bid for more than Two (2) Lots.

.

5. All interested bidders are invited to contact the Corporation through the stated phone lines: 08029997846, 08036905830 for inspection of the properties and further inquiries, for the next three (3) weeks leading to the deadline.

3. ELIGIBILITY CRITERIA

Prospective Bidders must meet the following criteria:

a.Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC 1.1)). Business Name with Form BN1 is also acceptable for Consultancy Services;
b.Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2023; with minimum average annual turnover of N100,000,000.00.
c.Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to Valuers whose number of staff is 15 and above);
d.Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to valuers whose number of staff is minimum of 5 and above or the valuer’s annual turnover is N50m and above);
e.Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024;
f.Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2024; or valid Certificate issued by BPP
g.Sworn Affidavit:
disclosing whether or not any officer of Nigeria Deposit Insurance Corporation or Bureau of Public Procurement is a former or currently a Director, Shareholder, or has any pecuniary interest in the bidder; and that none of the company Directors was ever convicted of fraud, and that the company is not in receivership and confirm that all the information presented in the bid are true and correct in all particulars.
that no director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
h.Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as the NIESV, ESVARBON etc.;.
i.Company’s Audited Accounts for the last three (3) years -2021, 2022, 2023;
j.Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k.Verifiable documentary evidence of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the project evidence of at least three (3) similar jobs executed in the last five (5) years including Letters
l.Evidence of Firm’s current registration with relevant regulatory professional body(ies) such as the Nigeria Institute of Estate Surveyors and Valuers (NIESV) and Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON).

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4.SUBMISSION OF EOI

Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at 9th Floor, Mamman Kontagora House, Lagos not later than 11:00am Monday 8th July, 2024.

5.OPENING OF EOI DOCUMENTS

EOIs will be opened in the presence of all bidders or their representatives, immediately after the deadline for submission at 11:00am Monday 8th July, 2024. at the meeting room, NDIC Lagos Office, (9th Floor) Mamman Kontagora House, 23A, Marina, Lagos. Please ensure that you sign the Bid Submission Register on the 9th floor Mamman Kontagora House, 23A, Marina Lagos, as NDIC will not be held liable for misplaced or wrongly submitted bids. 6.GENERAL INFORMATION
a.Bids must be in English Language and signed by an official authorized by the bidder.
b.Bids submitted after the deadline for submission would be returned un-opened.
c.All costs will be borne by the bidders.
d.The EOIs will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the EOI opening online;
e.Only shortlisted Applicants at EOI’s evaluation will be invited at a later date for collection of Request for Proposals
f.The Nigeria Deposit Insurance Corporation is not bound to shortlist any applicant and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
