NOTICE TO THE GENERAL PUBLIC FOR DISPOSAL OF HARBOUR TUG BOAT OCEAN LEGACY MARINE VESSEL

The Nigeria Deposit Insurance Corporation (NDIC), in the exercise of its statutory mandate as liquidator of failed banks under Section 62(1) of the NDIC Act, 2023, hereby invites interested members of the public to bid for the sale of the Harbour Tug Boat Ocean Legacy (marine vessel) belonging to the defunct Heritage Bank (in liquidation).

All interested bidders should note the following:

1.The bid is open to reputable individuals, corporate entities, and consortia with proven financial capacity.
2.The property would be sold “as is” and “net of all taxes”.
3.Bidders must not be under bankruptcy, liquidation, or blacklisting by any government agency.
4.Each bid must include the following:
a.10% bank draft as bid security, payable in favour of Heritage Bank (in liquidation).
b.Letter of introduction from a licensed commercial bank confirming financial capacity, or verifiable proof of funds.
c.Company profile (for corporate bidders), including CAC registration, 3 years’ tax clearance certificates (if applicable).
d.Requirement ‘a’ and ‘b’ above suffice for interested individual bidders
5.Completed and sealed bids should be submitted into the designated bid boxes at any of the following NDIC offices:
◦ Head Office, Abuja – Director, Procurement and Management Services Department
◦ Lagos Office – Director, Asset Management Department
◦ Port Harcourt Zonal Office – Zonal Controller
6.The Deadline for submission is on Wednesday, November 19, 2025, by 12:00 noon and late submissions will not be accepted.
7.All bids shall be opened in the presence of bidders or their representatives on Friday, November 21st 2025, at 11:00 a.m at the NDIC Port Harcourt Zonal Office (see the detailed address below)
8.Successful bidders shall be required to pay the balance of 90% of the bid price within two (2) weeks of the date of notification of the award.
9.Failure to pay within the stipulated period in ‘8’ above will result in forfeiture of the 10% bid security deposit and cancellation of the award.
10.Interested bidders, may visit Port-Harcourt Zonal Office to inspect the vessel at Bonny River, Port Harcourt, between Monday, November 10 to Thursday, November 13, 2025 from 9:00 a.m. – 3:30 p.m. daily
11.Please note that the NDIC reserves the right to reject any or all bids without assigning any reason and submission of a bid does not entitle any bidder to make claims against the NDIC or its agents. Please, note that, the process shall be conducted in strict compliance with the law and guided by the Corporation’s internal policy with respect to transparency, fairness, and accountability.
12.All earlier bidders for the same Vessel have the right to seek for the refund of their 10% security deposits, revalidate their bids or review and resubmit another bid in line with the above terms and conditions.
